Mead base: Frost Resistance unlocks when you discover Honey and other components. Also, it would be best if you had the Cauldron as a cooking station. Here are the required ingredients:
Greydwarf eye is the item that drop by killing Greydwarf. You can find them in the black forest biome.

The ingredients
First, you need to gather all ingredients. As the recipe mentioned, you must have 10 kinds of honey, 2 bloodbags, 5 Thistles, and 1 Greydwarf eye. Then, put them in the inventory so that the cooking station can detect them.
Use Cauldron
Next, interact with the Cauldron to open the crafting menu. You can come closer to the structure and press the [E] key.
Select Mead Base: Frost Resistance
After the crafting menu opened, you can select the food you want to cook. The item information will appear on the right side. Then, click the [Craft] button.

As you see in the image below, you need to wait for a moment for it to process. Once done, the item will be added to your inventory automatically.
